The #4 Norwalk bus driven by Claude Harrison (AFSCME Local 1303-186) has the same daily route which he knows like the back of his hand. But unlike other days in the 11 years he has driven for Norwalk Transit District, one summer shift last year took an unexpected turn.

After departing from a local medical center, a passenger started to yell, “Help me, help me!” He was having another heart attack. Harrison’s acute quick thinking and medical knowledge helped save his life.

Front-line workers in law enforcement and public safety will tell you that one sign of a good day is making it home in one piece, or not seeing someone else get hurt or killed.

They will also tell you that an even better sign of a good day is saving a life while carrying out your duty to protect and to serve.

History matters to Doug Finger, a crew leader with the Enfield Department of Public Works and immediate past president of Local 1029 of Council 4. He’s got the binders to prove it.

Recently, after finishing his shift at work, Finger pulled out two big spiral notebooks filled with 50 years of state and local union labor history. George Lally, the longtime Local 1029 president who preceded and mentored Finger, started the archives and handed them down to Finger, who in turn wants to impart the importance of the union to younger members.

Council 4 members played a key part in the successful effort by the State Bargaining Agent Coalition (SEBAC) to create a workable telework policy for state employees that underscores the importance of making sure our members can provide vital public services during the continuing COVID pandemic and its variants.
