The three-year contract, which includes wage increases totaling 8 percent over three years, is retroactive to July 1, 2008.

Gov. Rell and Republican leadership fought to stop passage of the arbitrated award days after its issuance on Jan. 5, 2009 -- even though the arbitrator sided with the state on virtually every economic issue in recognition of the deteriorating economy.

"The modest wage increases awarded by the arbitrator will not be spent on investments abroad," Council 4 Executive Director Sal Luciano told the General Assembly's Appropriations Committee on Jan. 30. "They will be spent on the simply necessities of living and raising a family. They will be spent on every main street iin Connecticut to buy groceries, get clothing cleaned, pay for child care, and in doing so, helping small businesses to stay in business."
