Jodi Rell’s Office of Policy and Management (OPM) Secretary asking that the unions respond to a list of further concession demands. Gov. Rell is still looking for more cuts to public services. With Connecticut's budget deficit growing, and public services suffering, it's time for the Rell administration to get the State Contracting Standards Board up and running. SEBAC, the coalition of state public service workers, is ready to meet with the Rell administration to discuss real solutions to the continuing economic crisis, but will not negotiate additional concessions. State Employees Bargaining Agent Coalition (SEBAC) representatives criticized the Governor latest budget mitigation plan because of its cuts to vital public services. Over the past six weeks, members and leaders of the unions in the State Employees Bargaining Agent Coalition (SEBAC) have been demonstrating how the Governor’s Executive Orders are impacting vital public services. Today, the Quinnipiac University Polling Institute released new approval rating numbers for Connecticut Governor M. Jodi Rell. Now at a 65 percent approval rating, the Q-Poll notes that this is the first time in over five years that the Governor’s rating has dipped below 70 percent. SEBAC, the coalition of unionized state public service workers, commented on the final budget package passed by the State Legislature, noting the governor's lack of leadership. As we draw closer to learning whether an agreement with the Rell Administration is possible, some members of our unions have asked why SEBAC leadership has not been briefing them on the details of the discussions in writing or on union websites. The State Employees Bargaining Agent Coalition (SEBAC) responded to the budget proposed by legislative Democrats earlier today by emphasizing that their unions are committed to help the state rise out of the economic crisis and prepare for long-term prosperity and growth. The State Employees Bargaining Agent Coalition (SEBAC) leadership remains in discussions with the Rell Administration and continues to honor the request to refrain from publicly commenting on those discussions. We remain hopeful of reaching agreement on a comprehensive solution that protects services and provides savings. On March 9, 2009, Governor M. Jodi Rell contacted all state employees directly via email to encourage the use of the state's voluntary schedule reduction program. SEBAC supports voluntary schedule reductions as a way of saving money and allowing state employee flexibility. Democratic leaders of both chambers in the Connecticut General Assembly released three versions of what a balanced state budget would look like if they followed Governor Rell’s directive and addressed the economic crisis with cuts in public services alone. On March 4, Governor Rell was quoted saying she is "trying very hard, very hard to avoid layoffs at all costs." Unfortunately, her office then issued a press release stating that "any meaningful cuts in Personal Services will now necessarily result in layoffs" and "cuts in higher education."

This was our first meeting since February 10 (a meeting scheduled for February 21 was postponed at the request of the Rell Administration). A newly released poll shows that broad majorities of Connecticut voters say that cutting services like health care, education, and road maintenance during a time of recession will further damage the economy and that job layoffs, whether in the public sector or the private sector, will do the same. The ads run Feb. 1-5, 2009. On Thursday, February 19, the Governor released to the legislature her 3rd deficit mitigation plan which unfortunately continues her misrepresentation that Connecticut can cut its way out of the current economic crisis. A University of Connecticut report released Feb. 17 reaffirmed the connection between cuts in public sector jobs and losses in the private sector. Late on the afternoon of February 13, we discovered that state agencies were circulating copies regarding a letter the Governor is expected to deliver to legislative leaders sometime next week. The State Employees Bargaining Agent Coalition (SEBAC) responded to Governor Rell's budget address today, saying that, as a ship of state, Connecticut continues to take on water because of the sinking economy. The people of Connecticut needed a life preserver and instead Governor Rell threw them an anchor. According to press reports, Governor M. Jodi Rell on Feb. 7 proposed the legislature implement a retirement incentive without the agreement of the coalition of unions representing Connecticut's State public service workers.
